The Russian State Duma has approved in its third and final reading a legislative amendment imposing penalties for "seeking out or accessing materials classified as extremist." The vote saw 306 lawmakers supporting the measure, with 67 opposed and 22 abstaining. Under the new provision, citizens found accessing such content will be subject to fines ranging from 3,000 to 5,000 rubles. The use of VPN services to access prohibited materials will be considered an aggravating factor under the law.
