After a serious illness and lung surgery, he urgently needs medical supervision and humane conditions. Instead, since July 21, Gorinov has been kept in the punishment cell (SHIZO) of IK-10 in Rubtsovsk (Altai region). His confinement has been extended three times on fabricated grounds — for example, for “not keeping his hands behind his back” when receiving bed linen, or for leaving letters on a bedside table. The SHIZO conditions are torturous: dampness, cold, a wooden plank bed chained up during the day, a pipe for a toilet, no real walks. For someone with chronic lung disease, these conditions are life-threatening. Gorinov’s complaints never reach the prosecutor’s office, and disciplinary decisions are issued in violation of procedure, without medical input. His health and life are at risk. ⚠️ We demand: an investigation into the actions of the prison administration and the legality of Gorinov’s placement in SHIZO; an unscheduled medical examination and transfer to hospital if necessary; proper conditions of detention: warm clothing, medical care, access to correspondence and complaints; elimination of violations and an end to this practice of torture.
